The fire, which broke out in a private house at about 4:00 a.m. local time (0000 GMT) in the town of Kartaly, took three hours to extinguish.
"The owner of the house, a woman and her three daughters aged one, six and seven were found dead in the debris cleanup," the Itar-Tass news agency quoted the ministry as saying.
